"Energy survey and recommendations for retrofit measures and off-grid power supply from renewable sources of bio-laboratories in Karakalpakstan", implemented for GIZ EEWA-Project (UZ)

"Power cuts and gas shortages both in winter and summer are common problems encountered by small and medium enterprises in rural and urban-peripheral areas of Uzbekistan, putting their economic viability at risk. The food, food processing and other sectors producing or processing biological materials are particularly vulnerable. This also holds for the so-called bio-laboratories (biolabs) which are maintained throughout the agricultural areas of Karakalpakstan to rear beneficial organisms for the biological control of pests of cotton and other crops" [EEWA].

Two biolabs, one located in the Amudarya region, the other in Chimbay, have been chosen by EEWA for energy survey. Both laboratories, each with around 500 m? floor space. They produce beneficial organisms not only from spring to summer season for farmers in their surrounding but also have the function to produce all year "mother material" for all other biolabs in their districts. By now all year production cannot be performed because of permanent shortage of fossil gas and electricity from the public mains.

Through CEEBAs energy survey it turned out that the average annual heat energy consumption of the poorly insulated buildings, assuming all year production, would be around 300 kWh per square metre. CEEBA calculated that through retrofit thermo-insulation measures the losses could be cut 40 to 50%.

CEEBA also assessed wind power, photo-voltaic and bio-gas as options for alternative electric power supply.

As the estimated costs for insulation and alternative energy installations were relatively high compared to the projected wins from increased productivity, the full renovation of the laboratories turned out to be economically difficult. In a moderated planning workshop with directors of five biolabs CEEBA facilitated the identification of selected small measures with good implementation feasibility of which some get implemented already in 2011.
